Article 93. Any person intending to make an application for permission for fixing or altering public aerodrome utilization charges under the provisions of Article 54 of the Law (including the case applied according to Article 56 of the Law) shall submit the application for permission for fixing (altering) public aerodrome utilization charges to the Minister of Transport describing the following items:
(1)Name and address of the applicant;
(2)Location and name of the aerodrome;
(3)Types of utilization charges to be fixed or altered the amount for each type thereof, and the basis for computation in each case (in the case of alteration, distinguish between present and proposed alterations);
(4)Reasons, in the case of alteration of the utilization charges.
2. The application prescribed in the preceding paragraph shall be accompanied by, in the case of fixing the utilization charges, an expected balance sheet based on the application concerned should it be permitted, and in the case of altering the utilization charges, the balance sheet of the latest fiscal year.

Article 93-(2). The aerodrome provider shall prescribe the administration regulations with reference to the items specified below;
(1)The aerodrome operating hours;
(2)Maneuvering procedures, in the case of proposing to specify the runway and taxiway maneuvering procedures for aircraft;
(3)Places and procedures, in the case of specific proposals for the locations where passengers board and disembark aircraft, loading and unloading of cargoes, replenishment of supplies, maintenance or inspection areas for aircraft, or aircraft parking procedures and the parking area;
(4)Items concerning the utilization charges permitted under Article 54 of the Law, their receipt and repayment;
(5)Procedures for restriction, in the case of preventing any persons from entering the aerodrome;
(6)Prohibited activities, in the case of the prohibition of any activities at the aerodrome;
(7)Any items necessary for the proper operation of the aerodrome.
2. The provisions of the preceding paragraph shall be applied accordingly in the case in which the Minister of Transport establishes an aerodrome.
3. The provisions of paragraph 1 shall be applied accordingly in the case of the New Tokyo International Airport Authority establishing the New Tokyo
